Yes, you may transfer your purchased resources to another user. Please note that FiveM only allows resources to be transferred once and therefore this transfer is irreversible.

Login to your Cfx Portal account at https://portal.cfx.re/, then navigate to the Granted Assets tab to download your purchases.
